Sandy was born March 27, 1950 in Weiser, Idaho, to Glen and Dorothy Starbuck and was the second of four children. Her family moved to Oregon in 1950 and lived on various ranches throughout Eastern Oregon. Sandy attended elementary and high school in Burns, Oregon.
She graduated in 1973 from Boise State College with a bachelor degree in Education. Sandy married Charles “Ed” Dowell on February 14, 1970, and moved to Rome where she worked as a teacher in Jordan Valley, Arock and Crane while raising their three sons on the Dowell Family ranch. Sandy also served as a volunteer EMT with the Jordan Valley EMT’s for 23 years.
Sandy will be remembered as a 4-H leader, avid academic and athletic supporter, a spectator, and a teacher. She has touched and influenced many lives, old and young alike. Sandy’s family meant the world to her and she especially loved spending time with her three grandchildren.
Sandy is survived by her husband, Charles Dowell; sons: John, Samuel and Jeffrey (Katie) Dowell; grandchildren: Jessica, Sally and Sam; her sister, Sharon (Frank) Catterson; and brother, Ernie (Cheryl) Starbuck.
She is preceded in death by her parents: Glen and Dorothy Starbuck; and brother, Glen Starbuck.
Graveside services will be Wednesday, June 12th, 2013, at 11:00 am at Jordan Valley Cemetery in Jordan Valley, Oregon.
Donations in Sandy’s name can be made to the St. Bernard Catholic Church in Jordan Valley, OR.
Funeral arrangements are under the direction of Flahiff Funeral Chapel in Caldwell, Idaho.
