Allen A. Backer, was an Administrative Law Judge in Orange County for the Department of Health, Education and Welfare, Bureau of Hearings and Appeals and veteran of World War II in the Army Air Corps. He served as an air intelligence briefing officer in the Counter Intelligence Corps for the 8th Air Force, stationed in England. He received an Honorable Discharge as Captain in 1946. After the war, he served as a civilian employee of the U.S. Military Government in Germany as Chief of German Courts, Chief Prosecutor and Senior Magistrate Judge, supervising the re-organization and re-establishment of the German court system. Upon returning to the United States he worked as a legal counsel in the insurance industry until his appointment as Administrative Law Judge in 1964. He retired in 1986. He also served in the Army Reserve at the rank of Lieutenant Colonel. Backer died of natural causes at his home in Newport Beach on November 23rd at the age of 92. He is survived by his wife of 56 years, his son, two sisters and nieces and nephews. Pacific View Mortuary
