Blll was predeceased by his wife, Wanda (Wilcox) McGarr. He was the son of Joe L McGarr and Mildred L. Hester McGarr. After the death of his father, his mother married John Harold Haney. He graduated from Weleetka High School in 1943. He joined the U.S. Merchant Marines, and, was discharged in 1946. After retirement from Tinker Air Force Base, he devoted his time to the Town of Weleetka as an historian. He, also, spent may hours updating, and, beautifying Weleetka's Hillcest Cemetery and Fairlawn Cemetery.
