Born on June 5, 1870, in the village of Baratina near Navagrudak, Belarus, in 1880 he began his studies at Warsaw's Gymnasium, concluding them successfully in Petersburg in 1889. He then entered the Major Seminary in Petersburg, undergoing further studies at the local theological academy.
Ordained to the priesthood on June 23, 1895, Łoziñski was appointed as Bishop of the renewed Diocese of Minsk, by Pope Benedict XV at 47 years of age, following the demise of Msgr. Mateusz Lipski, receiving his episcopal consecration on July 23, 1918.
In 1920 Msgr. Łoziñski was arrested by Soviet authorities and spent eleven months in a Moscow prison. Upon his release he moved to Poland. Pope Pius XI nominated him as the First Bishop of the newly created Diocese of Pinsk on October 28, 1925. Having bourne heroically great sufferings caused by a grave illness and two operations, the Bishop died in odour of sanctity on March 26, 1932, in Pinsk, aged 61.
