He was a retired employee of the Floyd County Highway Dept., and a Navy veteran of World War II.
Survivors include his wife, Doris J. Taylor Balmer, 3 sons, Larry Balmer of Illinois, Charles L. Balmer Sr., and Carl Balmer, both of New Albany, 2 daughters, Carolyn K. Young of Marengo, and Connie J. Perryman of New Albany and 9 grandchildren.
He was preceded in death by an infant daughter, Linda J. Balmer, and his mother, Mary Balmer.
Note: He served our country during the attack on Pearl Harbor, passed away 54 years later, on the same date.
