Norma was the daughter of Philip Werle and Helen Alice Parker. Her mother passed away at her birth. She was adopted by the Brown family of Coeur d'Alene and was raised by Mary (nee' Brown) and Billy Blackwell. Norma demonstrated an early love of music and was encouraged in the development of her talent. She attended Coeur d'Alene High School where she met her future husband, Ervin. She studied at Whitworth College and the University of Idaho, earning a Bachelor of Music degree, followed by graduate studies in music at Whitworth College. She married Ervin Brown in 1952. After living in Seattle and Fort Dix, they settled in the Spokane Valley where Ervin practiced dentistry.
