Was born September 16, 1921, at Ft. Leavenworth, along with a twin brother who died in childbirth. Her parents were MSG Jess and Josephine Luevane. She was the second oldest of nine surviving siblings, all of whom preceded her in death. She graduated from Leavenworth High School in 1939 and was offered a scholarship in voice by Tulane University. She suspended her college plans in the advent of the Second World War and her courtship with Ralph Marion Atchison, whom she married at the Post Chapel in December 1943. Lucille became a homemaker and raised four sons. She enjoyed entertaining and extensive global travel with her husband. Lucille read widely but enjoyed the mystery genre most of all. She was active in PEO and the activities of First Christian Church and Gideons International with Ralph. On several occasions, she represented the City of Leavenworth on good will trips to Wagga Wagga, NSW Australia while Ralph was serving as mayor and on the city commission.
