Joseph Guinotte was a civil engineer. Born in Liege, Belgium, he was sent to Mexico in the 1840s by the Belgian government to supervise railroad construction. He arrived at Westport Landing as the Town of Kansas was being organized (now Kansas City Missouri). Acting as an agent for the Belgian government, he bought 1,200 acres of rich flatland in the East Bottoms. He then brought Belgian colonists to settle and develop it. At one time he and his wife lived in a southern mansion style home at 3rd & Troost. Guinotte street is named after him. He was originally buried in the old Catholic cemetery downtown, but was moved to Mt. St. Mary's cemetery in 1881.
