Betty was the daughter of William Thomas McGinnis and Isabelle Virginia Roe McGinnis, of Tunnelton, Preston County, West Virginia. She was born at Blaser and grew up near Tunnelton. She was married to Lloyd Harlin Clarke on 6 Oct 1946. She lived for many years in Baltimore after leaving West Virginia.
Betty was survived by her daughter and adopted son, several grandchildren and extended family.
