Graduating from Harvard, University, in 1902, he studied law, was admitted to the bar in 1906 and became a prominent lawyer, banker and businessman, in Cleveland, Ohio. In 1911, he was elected as a Democrat to the Sixty-second and Sixty-third Congresses, serving until 1915. During World War I, he served as chief of the legal section of the War Industries Board, (1917-19). After the war, he practiced law, was elected as a Democrat to the United States Senate to fill the vacancy caused by the death of Theodore E. Burton in 1930, was reelected in 1932, serving until 1939. After his term in the Senate ended, he served as a member of the board of appeals in visa cases, during World War II and continued the practice of law until his death at age 84.
