Victor was born on 18 January 1923. He was one of four sons born to Thomas and Esther Adams, of Milton, Portsmouth. He began his naval training by attending The Royal Hospital School, Holbrook from January 1936 to June 1938. He joined the Royal Navy immediately after school in June 1938.
He subsequently received his speciality training at H.M.S. St Vincent. He was drafted to his first ship, H.M.S. Belfast in August 1939. He joined Hood in January 1940. He was 18 years old at the time of his loss.
