Willard Winner was born in Fairfield, Iowa, moved to Kansas City Missouri about 1860. Was the postmaster of Kansas City Missouri at age 17, had built the city's first electric trolley line at age 26. Most of the Intercity, Blue Valley, Centropolis, Sheffield area's in Kansas City Missouri were Winner's creations. In nearby Independence Missouri, he built the Washington Amusement Park, that featured a 20 acre lake, and a steam powered railway to serve the park and adjacent areas. By 1891, Winner was in bankruptcy, having spent $4 million to build a bridge to replace the ferry over to the North Kansas City area, where he envisioned plant sites and low cost worker housing. The opening of the Oklahoma Territory about that time, caused potential builders and investors to migrate there instead, although the area did indeed later become an industrial area. The grounds of the amusement park would become the Mt. Washington Cemetery about 1904. Winner Road in is named in his honor.
