Billy was born north of Knoxville, Illinois on September 26, 1934 to Harold and Eva C. Roe. Billy was survived by his sister, Barbara Huff and brother Harold Roe.

Billy was a halfback on the Little All-State football team in the fall of 1951, and played varsity football and track for four years. He was a leading scorer with 149 points and carried the ball 106 times for 1,164 yards. Billy graduated from Knoxville High school and attended Western Illinois State College in Macomb.

Home on leave after service in Japan with the Marines, his parents had just held a surprise birthday party for his approaching birthday. He was to report back to Treasure Island in San Francisco in a matter of days. He served with the 3rd Marine Division and Service Battalion in Korea as a private first class.

Funeral services were held at the Knoxville Methodist Church, with burial in the Knoxville Cemetery.

Also killed in the accident was Robert Straus.
