Daughter of the late Antonio and Maria Teresa Miraglia Carbone. She was predeceased by her husband Louis Franco and her brothers Frank and Anthony Carbone. Early in her career Millie was been a seamstress for several New Haven dress shops. In the 1960s she developed Fitch Manor, the first off-campus apartment complex for Southern Connecticut State University. Many former residents remember her affectionately as a strict but caring housemother. She loved to travel and one of her favorite trips was spring break in the Bahamas with her beloved students. In 1979 she co-founded Talmadge Park Health Care facility in East Haven. She had also owned and operated Forest Hills Guest Home in West Haven, where she took a personal interest in the welfare of the residents. She was active in Saint Aedan's Church women's league and the Notre Dame Mother's Club. She had been a volunteer at St. Raphael's Hospital.
