Stuart was the only son of Olive E. Neaher and Stuart W. Barrows. He married Shirley Williams in 1959 and they had three children before the marriage ended in divorce. He subsequently married Phyllis Acles.

Stuart enlisted in the U.S. Army in January 1955 and much of his 20 year career was served in the 101st Airborne, 82nd Airborne and 5th Special Forces Group. His overseas tours and actions included Korea, Germany (two tours), Vietnam (two tours) and Dominican Republic. His military decorations include the Army Commendation Medal, Good Conduct Medal w/4 knots, Army Occupation Medal (Berlin), National Defense Service Medal, Armed Forces Expeditionary Medal w/2 Bronze Stars (Berlin and Dominican Republic), Vietnam Service Medal, Korea Defense Service Medal, Republic of Vietnam Cross of Gallantry w/Palm, Republic of Vietnam Campaign Medal w/60 Device, Presidential Unit Citation, Meritorious Unit Award, and German Parachute Badge in Bronze.
