Born in Arkansas Post, Arkansas, Julian David Visart was the son of Julien J. E. Visart and Emily Kepler and the grandson of Julien Marie Phillippe Joseph Visart, Count de Bocarme et Bury and Hortense Pollet of Belgium. He married Elizabeth Palmer Marshall and they had five children, James Lucius, Julian Emmett, Edward Marshall, Buford Hubbard and Ruth. After Elizabeth died in 1892, he married Sallie Maude Guyer.
