Libby was the edest of eleven children born to George Dobson and Mary Eva, and the only one of their children born outside of the United States. When she was seven months old, she and her parents immigrated to the United States, traveling from England on the ship Helvetia and arriving at Castle Garden in New York City.
On April 5, 1893, Libby married Jacob Kline. Rev. Richard B. Webster performed the marriage at her parents' home at 36 Jones Street in Wilkes-Barre. The couple raised two children: Euada Frances and George Dobson.
