Officer Joseph D. Adams, 26, died Saturday August 4, 2001 after being shot in the chest, abdomen and leg. A three-year veteran of the force, Adams wore a bullet-proof vest when he was shot, but the suspect apparently fired his weapon at an angle that rendered such protection useless. An unidentified passenger in the suspect's car called police from the scene of the shooting as the suspect sped away. The passenger has been questioned and released.
Officer Adams stopped the suspects car suspecting driving under the influence. After receiving the driver's permission Officer Adams searched the trunk of the car, finding a quantity of Cocaine. Adams was shot while attempting to arrest the suspect. A pair of handcuffs dangled from one of the suspect's wrists when he was found bleeding from the abdomen in the parking lot of a Draper gas station about 15 minutes after the shooting, from multiple gunshot wounds received as Officer Adams returned fire.
The 23-year-old Arturo Javier Scott Welch of West Valley City Utah, Pleaded Guilty to Aggravated Felony Murder and was sentenced to life in prison without the possibility of parole.
Family members and friends recalled Adams' devotion to his wife, Cydney, and their 7-month-old son, Cade. "In all the years Joe knew Cydney as schoolmates, he never dared hope for a minute that she could care for him or . . . that she could become the sweetheart to him that she is," Thad Adams said of his son.

He married Cydney Anderson on January 4, 1997.

Josh Adams, a fellow police officer, looked up to his older brother and enjoyed their bond behind the badge. "They may have stolen my best friend in life," he wrote in a eulogy read by his father. "But no one can break the thread of that thin blue line that weaves our lives together."
