Frank was the younger of two children, and the only son. In 1969, he graduated from Salisbury High School in Salisbury Township, near Allentown, Lehigh County, Pennsylvania. He also attended Lehigh County Community College in Schnecksville, Pennsylvania. On April 17, 1971, he married Brenda Donat, and the couple had one daughter and one son. On October 29, 1999, he married Sheree Heffelfinger, and they divorced in 2006. On July 22, 2010, in Allentown, he married his first (and last) love - Lori Mast Karol. He served on the Allentown Police Force for 33 years, was Assistant Chief for six months, and retired as Inspector of Police in 2006.
