Born in Kitrell, North Carolina, he was an area resident since 1925. He was a member of Community Baptist Church in Atlantic City where he served on the Deacon Board.
A 32nd-degree member of Mount Calvary Consistory No. 22, he was a master Mason of the Hiram Abiff Lodge No. 16, a member of Azure Temple No. 38 Imperial Council, and the Ivy Leaf Chapter 18 Order of the Eastern Star, Prince Hall Affiliate.
He was a self-employed contractor with the A.E. Stone Inc. of Pleasantville before retiring in 1974.
Surviving are two sons, Arthur Earl Jr., and William L.; three daughters, Delores Artis and Verneda Nelson and Izora; a brother, Patrick; eight grandchildren; and three great-grandchildren.
Services at the Community Baptist Church in Atlantic City. Fraternal rites at the church. Burial will be in Greenwood Cemetery in Pleasantville.
