William is the son of Celestine Lester and Mary (Purdy) Etienne. He and his siblings used the last name Akins. William was also known as Bill.

Bill received his education at the Carnegie School of Technology at Pittsburgh, PA and at Mount Union College in Alliance, OH.

Bill was a World War I Veteran - He enlisted in the Army in Feb. of 1918. He trained at Ft. Myers, VA. From there he was sent to France, where he saw active service for 10 1/2 months. He was honorably discharged at Camp Sherman in Chillicothe, OH on April 2, 1919.
