Julie grew up in San Leandro, California, the younger of two sisters. She attended Roosevelt Elementary School, Bancroft Junior High School, and graduated from San Leandro High School in 1977. She was a member of the Bluebirds and the Camp Fire Girls. She earned a Bachelor's Degree in Audiology from California State University at Hayward. At the time of her death, she was working for Hornblower Cruises & Events of San Francisco.
