Virgil was born Jan. 11, 1924, in Cloud County to Frank and Myrtle Fudge Scott. He was raised in Cloud County and was a graduate of Concordia High School. Following his high school graduation, he joined the U.S. Navy and served with the Pacific Fleet during World War II. Following his military service, he went to work for Southwestern Bell Telephone. He retired in 1981 after 35 years of service. He moved to Manhattan in 1951.
