Iowa Governor. He studied law and was admitted to the bar in 1852 and was a member of the New York State Assembly in 1855. Moving to Iowa, in 1867, he established a successful legal career and was elected as the first Democrat the 14th Governor of Iowa, serving (1890-94). While in office, his primary focus was on securing legislation that would accommodate both sides of the state liquor prohibition issue. After his term, he was offered an appointment as Secretary of Agriculture, but declined. After several unsuccessful attempts in other political positions, he retired to California, until his death at age 95.
