He was attending Iowa State College at the advent of World War I when he enlisted in the U.S. Army, was commissioned a Second Lieutenant and served as a battalion orientation officer in France. After the war, he graduated from Iowa State College in 1919, graduated from the University of Iowa Law Department in 1922, was admitted to the bar and commenced to practice law in Cedar Rapids, Iowa. He was a member of the Iowa State House of Representatives, 1934-37) and served as Lieutenant Governor of Iowa, (1939-42). In 1943, he was elected as a Republican the 29th Governor of Iowa, serving until 1944. After leaving office, he was elected as a Republican to the United States Senate, serving (1945-69). Not a candidate for reelection, he served as co-chairman, Joint Committee on Atomic Energy and as chairman of the Republican Policy Committee.
