Gentleman, born at Kingswinford, Staffordshire, England the ninth child and sixth son of Elizabeth (Radcliff) and John Badley of Townsend. He married Phoebe Payton, only surviving child of Mary (ffidoe) and John Payton, Quakers of Dudley. They had two sons, John of Blowers Green and William Badley, Surgeon of Dudley. There are numerous parchment deeds of his land transactions in the archives at Dudley. He owned and operated colleries at Blowers Green and was a partner in the Dudley Arms Hotel.
