Off. Bell & his partner responded to 1709 Madison Ave to search for an armed wanted felon. As they made their way up to the apartment building, the suspect burst through his apartment door with two guns in his hands and shot Off. Bell 3 times killing him instantly. His partner caught Off. Bell before he hit the floor. The suspect temporarilly escaped but was caught the next day in Washington D.C.

Off. Bell was unmarried and survived only by his mother Emma.
