BALTIMORE CITY POLICE OFFICER
SHOT AND KILLED IN THE LINE OF DUTY

Shot and killed in the line of duty. On April 16, 1976 a sniper took position on a rooftop in the 1300 blk. of W. Lombard Street. Off. Halcomb was one of the first officers to arrive and took position behind a parked vehicle and began to work with other officers on a plan to stop the carnage on the citizens of Baltimore City. The sniper fired one round that travelled through the car and struck Off. Halcomb killing him. During a seige that lasted 45 minutes the sniper kept firing wounding four more officers. The suspect was taken into custody after the seige. Off. Halcomb was awarded the department's Medal of Honor posthumously.

Off. Halcomb was a decorated Vietnam veteran and had 7 years of service with the Baltimore City Police Department. He leaves a wife & 3 daughters.
