Jewell was the oldest of four children born to John Wesley and Agness (Garrison) Barter. He married Mabel Joy Brothers in 1919 and they had four children: Hazel Fern, Henry Harold 'Sam', Dorothy Lee and Jewell Dean 'J.D."

Jewell David Barter, 79, retired general contractor, died at his residence, 117 West Poplar St., Harrisburg, at 12:10 a.m. Sunday. He has been in ill health for the past two and a half years.
Surviving are his wife, the former Mabel Brothers to whom he married on Sept. 14, 1919; two sons, H. H. (Sam) Barter of Harrisburg and Jewell Barter, Marion; two daughters, Mrs. Dwight (Hazel) Thomas, Taylorsville and Mrs. Lowell (Dorothy) Vineyard, Palatine;s seven grandchildren; one great-grandchild; a brother, Reuben Barter of Harrisburg and two sisters, Mrs. Minnie Owen, Harrisburg and Mrs. Madge Kaid of El Paso, Tex.
Mr. Barter was born on June 27, 1896 in Saline County, son of the late John and Agnes Garrison Barter. He attended the South America Baptist Church; was a veteran of World War I; and a member of the Associated General Contractors of Illinois, Harrisburg Elks and the American legion.
He started the contracting business by furnishing materials for small highway work and other construction jobs in the area; in the 1930's. and gradually expanded the business into the major contraction business firm, J. D. barter Construction Co., which is now operated by his son, Sam.
Many area people will remember the firm's first major contracting job, providing the fill for the bridge across the Ohio river at Shawneetown. Later work included most of the area construction on Interstate Highway 57 and 24 and State Rt. 13.
Services were held at 2 p.m. Tuesday at the Gaskin Funeral Home. The Rev. Ernest Ammon officiated and entombment was in Sunset Gardens at Harrisburg.
