Thornton S. Howard was the son of Israel Howard and Catherine S. Dwyre. Born in Boone County, Indiana, his family moved to the Saylorville area of Polk County, Iowa, about 1869. The family home, located across from the old poor farm, is still standing.

Sig attended law school and served as Deputy Treasurer of Polk County. He married Ina Arvilla Ring on 1 Nov 1893 in Polk County and they had two sons.
