He is survived by his wife, Alice S. Carter of Leesville; son, William "Billy R. Carter, Jr., of Quitman, LA; daughters, Michelle Hays of Austin, TX and Angela Boseman of West Monroe, LA; four step children and grandchildren, Spencer Hays, Evan Hays, Taylor Hays, Kailee Carter and Emma Carter.
Services were under under the direction of Labby Memorial Funeral Home of DeRidder, LA.
