Mr. Foraker retired as a Chief Warrant Officer in 1991 after 37 years with the Delaware Army National Guard. He served active duty during Desert Storm and was a Navy veteran of the Korean War. Mr. Foraker also retired from the State of Delaware in 1998 where he worked in the Division of Public Health Lab in Smyrna. He served as a Police Officer with the Town of Smyrna for 27 years. He was a member of Harmony Lodge #13 AF&AM in Smyrna, and was a past member of the Smyrna VFW and American Legion.
He is survived by his wife, Dorothy Y. Foraker of Dover; 3 sons: Emmett F. of Clayton, Christopher Donovan of Townsend and Michael Johnson of AZ; 1 daughter, Cheryl Gatts of Hartly; 1 sister, Janet M. Wiley of Smyrna; 4 brothers, Pete Foraker of Wilmington, Vernon E. Foraker of Middletown, Edward A. Foraker of Dover, and Roger P. Foraker and sister-in-law, Carlene Foraker, with whom he lived; and 3 grandchildren.
