Per his pension file, he was the son of Gustus Fishburn Burns, but his death certificate claims Jacob & German-born Theresa Landenker[?] Burns. The Pennsylvania Archives' ARIAS card for the 87th Pennsylvania Infantry says that he was living in York in 1865, but it appears that in 1860 or thereabout he was a laborer living in Middletown, Dauphin County, Pennsylvania, although he is not found in that census. He stood 5' 10" tall and had dark hair and dark eyes.

A Civil War veteran, he served two terms of service:
1. Enlisted in Middletown August 6, 1862, mustered into federal service at Harrisburg August 12 as a private with Co. H, 127th Pennsylvania Infantry, and honorably discharged with his company May 29, 1863.
2. Enlisted and mustered into federal service at Harrisburg February 16, 1865, as a sergeant with the 87th Pennsylvania Infantry in the second organization of Co. I, and honorably discharged with is company June 29, 1865.

After the war, he married Lavina Cox and fathered William F. (b. @1872). Lavina died in 1880, and he married Amelia Seiders January 3, 1882, fathering George (b. 10/04/84) and Jacob (b. 11/22/86). In 1890, he was living in Londonderry Township, Dauphin County, where he died from "Bright's disease."
