Born either in Columbiana or Huron County, Ohio (both are reported), the son of Thomas & Phebe Garr, in 1860 he was living with his farming family in Petersburg, Menard County, Illinois. He stood 5' 4" tall and had black hair and black eyes.

A Civil War veteran, he enlisted and mustered into federal service at Springfield, Sangamon County, Illinois, February 17, 1865, as a private with Co. F, 106th Illinois Infantry, and honorably discharged with his company July 12, 1865, at Pine Bluff, Arkansas.

He married Indiana-born Louisa Banta Jun 20, 1869, in Iowa and fathered Margaret Matilda (b. 10/23/70), Ernest Walter (b. 10/06/72), Rufus T. (b. 07/??/75), Amanda Eva (b. 07/26/77), David Garfield (b. 09/20/81), and Bertha (b. @1885). After marriage, he was living with his family in Pottawattamie County, Iowa, but by 1900 for reasons as yet unknown was a day laborer living in Steelton, Dauphin County, Pennsylvania. Why he was in New Jersey at the time of his death is also as yet unknown.
