Although he was reportedly born in York County, Pennsylvania, his obituaries claim Harrisburg, Dauphin County. The son of James Fox, he attended an as yet unknown college somewhere in New England and may have been a student there when the Civil War began. He stood 5' 9" tall and had black hair and black eyes.

A Civil War veteran, he served four terms of service:
1. Enlisted at the overstated age of eighteen in Harrisburg August 1, 1862, mustered into federal service there August 9 as a private with Co. C, 127th Pennsylvania Infantry, but despite his youth was immediately elected to corporal. He honorably discharged with his company May 29, 1863.
2. Enlisted at the still overstated age of eighteen in Harrisburg June 18, 1863, during the Gettysburg crisis, mustered into state service there June 19 as a private with Murray's Independent Cavalry, promoted to corporal July 22, and honorably discharged with his company August 11, 1863.
3. Enlisted at the now correctly stated age of eighteen in Lancaster July 14, 1864, mustered into federal service at Harrisburg July 17 as a corporal with Co. C in the hundred-day organization of the 195th Pennsylvania Infantry.
4. Re-enlisted and mustered into federal service in the field at Monocacy Junction, Frederick County, Maryland, September 4, 1864, as a corporal with the one-year organization of Co. B, 195th Pennsylvania Infantry. He was commissioned 2nd lieutenant November 10, 1864, but not mustered until February 2, 1865. Allegedly, he was kicked by a mule and put out of service for some time. He honorably discharged with his section of the battalion June 21, 1865.

He married Nellie or Mellie Thompson and fathered Mary Grafton (b. 01/15/72). A post-war member of Harrisburg's Hartranft Post No. 58, G.A.R., he died in Washington DC allegedly from complications related to the horse kick he had received during the war.
