The son of Irish-born Robert W. & English-born Mahala (Thomas) Hoy, in 1850 he was living in the Manayunk section of Philadelphia but moved to Harrisburg with his mother ca. 1859. A barber by trade, he is not found with certainty in the 1860 census.

A Civil War veteran, he served two terms of service:
1. After serving with Harrisburg's First City Fire Zouaves Militia, he enlisted at the overstated age of eighteen in Harrisburg July 22, 1862, mustered into federal service there July 26 as a private with Co. A, 127th Pennsylvania Infantry, and honorably discharged with his company May 8, 1863.
2. Enlisted at the stated age of nineteen in Harrisburg August 8, 1864, mustered into federal service there August 18 as a sergeant with Co. C, 201st Pennsylvania Infantry, and honorably discharged with his company June 23, 1865.

He married Mary Margaret Kammerer and fathered George K. (b. 06/23/67), Robert W. (b. 12/14/68), Francis H. (b. 01/31/71), and Sarah (b. ? - married a Scott). During his post-war years, he worked for the railroad and as a prison warden. He was in his seventh or fourth (depending on which obituary you read) term as commander of Harrisburg's Hartranft Post No. 58, G.A.R., when he died from a "cerebral hemorrhage."
