U.S. Continental Congressman, U.S. Congressman. He studied medicine, was licensed as a doctor and established a medical practice in Gloucester, Massachusetts. He was a member of the Massachusetts State House of Representatives in 1787, served in the Massachusetts State Senate, (1780-82, 84, 86, 89-90). He also was a member of the Governor’s council, (1780-82, 84, 86, 89-92, 95-96), a member of the Provincial Congress, (1774-75) and a member of the Continental Congress, (1778-80, 83-85, 87). In 1793, he was elected as an Anti-Administration candidate to the Third Congress, serving until 1795. After leaving Congress, he was appointed judge of the probate court for Essex County, in 1796 and served until his resignation in 1815.
