Continental Congressman. William was a member of the Continental Congress (1777 to 1779, from Pennsylvania) and signed the Articles of Confederation in 1779. He was also a Justice of the Peace, President of the Chester County Courts and among other things he was one of the members of a Committee who was responsible for moving the court house from the city of Chester to West Chester which was then in the middle of what was Chester County. William was a leading member of the Upper Octorara Presbyterian Church on Route 10 and according to Historical Discourse One Hundred and Fiftieth Anniversary of the Upper Octorara Presbyterian Church by J. Smith Futhey, Esq., 1870, page 163 William is buried there along with his wife Catharine Clingan. William died in 1790 and Catharine died in 1785. William Clingan resided in Wagontown (101 Hatfield Road) in the stone house still standing at the corner of West Kings Highway and Hatfield Road.
