Former Auxiliary for the Archdiocese of Cologne and Bishop of the Titular See of Soli, Aachen born Monsignor Joseph Hammels was ordained priest on August 15, 1894, and serving as chaplain at St. Quirinus-Münster in Neuss, in 1903 became rector and later pastor of St. Anthony's in Oberhausen-Alstaden. From here he went on to serve as pastor in Essen-Borbeck, returning to Cologne in 1922 as pastor of St. Gereon's.

Elected auxiliary for the archdiocese of Cologne by Pope Pius XI, he received his episcopal consecration on February 24, 1924 from Cardinal Karl Joseph Schulte assisted by Bishops Franz Rudolf Bornewasser and Hermann Joseph Sträter.

From 1933 until his death, Hammels served as Grand Prior the first Plenary Council of the German Lieutenancy of the Equestrian Order of the Holy Sepulchre of Jerusalem.
