The First Bishop of the Diocese of Sinyang, China, Monsignor Vitus Chang Tso-huan SVD., was born in Qingdao, the capital of what was then the Chinese Empire to the German Empire in the south of the Shandong Peninsula.
Joining the Divine Word Missionaries, he was ordained priest on March 16, 1930. Pope Pius XII elected him apostolic vicar of Sinyangchow in central China on July 8, 1941, elevating him to the titular bishopric see of Eguga. Receiving his episcopal consecration on December 8 that year, from Bishop Theodor Schu SVD., assisted by Bishops Franz Hoowaarts SVD., and Karl Christian Weber SVD., when on April 11, 1946, the vicariate was elevated to a diocese, Msgr. Chang became the first diocesan ordinary bishop of Sinyang (Xinyang). Unable to perform his duties due to the Communist Regime, the bishop resigned the pastoral government of his see on November 13, 1949 and receiving the titular see of Cyanae, took part in all of the four sessions of the Second Vatican Council.
In exile, he worked initially in Hong Kong and the Philippines and as of 1958 in Germany. There he worked as a student chaplain active, pastor in Bornheim-Dersdorf and as auxiliary bishop for the Archdiocese of Cologne. He performed confirmations, headed pilgrimages and ordained deacons and priests. He died in Cologne in 1982.
