Former Apostolic Nuncio in Albania and Archbishop of the Titular See of Narona, Msgr. Jonas Bulaitis was born in London, Great Britain, and frequenting the local Jesuit College of St. Ignatius of Loyola, studied philosophy and theology at the Pontifical Gregorian University in Rome. Ordained priest for the diocese of Kaišiadorys, Lithuania, on February 2, 1958, he studied canon law at the Pontifical Lateran University in Rome, earning a doctoral degree in 1963. Successively, he frequented the Pontifical Ecclesiastical Academy and entering the diplomatic service of the Holy See, served in the as the nunciatures of South Korea, Chile, Panama and Kenya. 1981.

Elected apostolic pro-nuncio in the Democratic Republic of Congo and of the Central African Republic and as well as apostolic delegate in Chad by Pope John Paul II, he received his episcopal consecration with the titular archbishopric see of Narona on January 6, 1982 from the said Pontiff himself, assisted by Archbishops Eduardo Martínez Somalo and Lucas Moreira Neves OP.

Pro-Nuncio in Iran as of July 11, 1987 and in Korea on November 30, 1991, Bulaitis was named nuncio in Mongolia on September 8, 1992 and in Albania on March 25, 1997. Retiring from office on July 28, 2008, Bulaitis was the postulator of the beatification cause of the Servant of God, Msgr. Teofilo Matulionis. Spending his last months in Rome, he was buried there two days following his death following the celebration of a funeral Mass presided by the Holy See's Secretary of State, Cardinal Tarcisio Bertone SDB.
