U.S. Continental Congressman. Educated in England, he studied law at the University of Edinburgh and returned to the Colonies and practiced law in Lancaster, Virginia, (1774-77). He was a member of the Virginia State House of Delegates, (1777-78, 86-87). In addition, he was elected a member of Continental Congress, serving (1778-81, 87-88). After leaving office, he was president of the Supreme Court of admiralty, commissioner to the Creek Nation in 1789 and judge of the United States District Court of Virginia, until his death at age 62.
