Phyllis E. Brown, who in 1980 started what is thought to be the nation's first 4-H Special Outreach program for people with physical and mental disabilities, died Wednesday at her home. She was 74.


A native of Glendale, Ore., Mrs. Brown lived in Turlock 51 years. She was a homemaker. She was devoted to Christian ministry.

She was a member of Bethel Temple and was on the building committee for the church's existing sanctuary. She pioneered the Cradle Role program, sang in the choir, played violin in the orchestra and was a Missionette sponsor.

She was a volunteer for the state's 4-H committee.

She was a member of the Emanuel Medical Center Auxiliary. She helped start the Meals on Wheels program.

She is survived by her husband, Robert H. Brown of Turlock; children, Robert A. Brown of Modesto and Darlene E. Cowart of Bakersfield; a brother, Allen J. Brown Jr. of Sandpoint, Idaho; and four grandchildren.

A service will be conducted at 3 p.m. Monday at Bethel Temple. Burial will follow at Turlock Memorial Park. Visitation will be from 5 p.m. to 9 p.m. today and from 8 a.m. to 9 p.m. Sunday at Allen Mortuary.
