Son of a Revolutionary War vetran, William Burns Sr and Nancy Chandler Burns.
Brice Laid out the Town of Burnsville Indiana on October 1st 1845 in the northwest quarter of section 3, town 8, range 7, east of rock creek township. Bartholomew County.
In 1852 a U.S. Post Office was established at Burnsville and it was closed in 1860 and then opened again in 1861 and finally close in 1903.

Brice married Lavina Rogers and they had six children
James, Charles, Andrew, William. Nancy Burns Hacker and Lucinda Burns Williams
