Spanish-American War Medal of Honor Recipient. He served in the United States Navy during the War with Spain as a Chief Machinist on board the torpedo boat "USS Winslow". He was awarded the Medal of Honor for his bravery in action at Cardenas, Cuba on May 11, 1898. His citation reads "Following the piercing of the boiler by an enemy shell, Cooney, by his gallantry and promptness in extinguishing the resulting flames, saved the boiler tubes from burning out." His Medal was awarded to him on September 3, 1898.
