US Congressman. Born the son of Union Brigadier General William Worth Belknap, he worked in various capacities for the Baltimore & Ohio Railroad Company and as superintendent of the Chicago South Side Rapid Transit Railroad, until retiring in 1892. In 1895, he was elected as a Republican to the Fifty-fourth Congress and the Fifty-fifth Congress, serving until 1899. Not a candidate for reelection, he was appointed as a Major, Paymaster in the U.S. Army in 1901 and died from intestinal problems at age 41 in Calamba, Philippines.
