His parents are a matter of conjecture. His death certificate claims his father was David Swanger but does not list a mother. Various online family trees list his father as William or John Thomas, and his alleged mother Maria Stitzer or Catherine Grove. Take your pick. He married Rebecca J. lnu. and fathered Anna (b. @1860) and Elmer E. (b. 12/??/61). In 1860, he was living with his family in Patterson, Juniata County, Pennsylvania.

A Civil War veteran, he enlisted in Mifflintown, Juniata County, August 3, 1862, mustered into federal service at Harrisburg August 9 as a private with Co. F, 126th Pennsylvania Infantry, and honorably discharged with his company May 29, 1863. He is in the company register as "Swonger," which may indicate how his surname was pronounced.

In 1870, he was a railroad flagman living with Rebecca and their two children in Columbia, Lancaster County. Rebecca's status is unknown, but he married Sarah E. Hibeson ca. 1876, fathering Benjamin Franklin (b. @1880), George Washington (b. 02/10/82), William Henry (b. 02/22/87), and Gertrude D. (b. 08/23/89). He died from a "cerebral hemorrhage" at his home.
