Sidney R. Garrett, was a constable and town marshal until 1897 when he resigned in order to operate St. Ferdinand Milling Company. After that he was the Postmaster of Florissant and was elected mayor in 1910. While mayor, Florissant installed their first electric lights and established a volunteer fire department. Sidney was reelected to 18 one-year terms as mayor and left office in 1929. Like other members of the Garrett family, Sidney also served as a Justice of the Peace.
