Civil War Union Army Officer. Served as Colonel and commander of the 23rd Pennsylvania Volunteer Infantry, a three-month enlistment unit that was recruited at the outbreak of the Civil War. By the time the three-month enlistments ended, President Abraham Lincoln had called for 300,000 Volunteers. Lieutenant Colonel David Bell Birney, with the approval of Colonel Dare, began to organize the regiment into three-year volunteers towards the end of July 1861. By August 1, they were mustered in for three-year enlistments, and the unit's nickname would soon be "Birney's Zouaves". Colonel Dare was forced to resign due to an illness that would finally claim his life in October 1863.
