HMS President III was an accounting base established at the outbreak of WW2, to train those servicemen who were deployed as defense staff on Merchant Shipping.
Initially based at Bristol, it later moved to Windsor and London.
Over 30,000 personnel were deployed through HMS President during WW2.
It is probably that Charles Ellis was serving onboard a ship that was sunk in The Irish Sea, and that his body was washed ashore near Waterford.
The headstone notes that he was onboard "S.S. Carlingford" at the time of his death.
